Proposes constitutional amendment requiring a single presidential primary ballot containing all candidates recognized by the Secretary of State, including independent candidates not seeking party nomination

Allows all voters to vote for any candidate at the presidential primary election regardless of their political party preference or lack thereof

Requires the Secretary of State to report primary votes for each candidate seeking a party nomination segregated by voter party preference, allowing political parties to count votes according to their own rules

Mandates that the presidential general election ballot include candidates selected by each participating political party and the highest vote-receiving independent candidate from the primary election

Requires two-thirds approval from both legislative houses and voter approval to amend Section 5 of Article II of the California Constitution
