Proposes constitutional amendment lowering voter approval threshold for local sales and use taxes dedicated to transportation from 2/3 to 55% of voters voting on the proposition

Applies to sales and use taxes under the Bradley-Burns Uniform Local Sales and Use Tax Law and transactions and use taxes under the Transactions and Use Tax Law when used for local transportation funding

Defines "local transportation projects" to include planning, design, development, construction, and maintenance of local streets, roads, highways, state highways, freeways, and public transit systems

Requires 2/3 vote of both houses of the Legislature to propose the amendment and approval by California voters; becomes effective immediately upon voter approval

Applies to any local measure imposing, extending, or increasing transportation-related sales and use taxes submitted at the same election as voter approval of this amendment
