Shifts California's legislative budget cycle from annual to biennial (two-year), with budget proposals due within the first 10 days of odd-numbered years instead of every calendar year.

In odd-numbered years, the Legislature may only consider the budget bill, related appropriations bills, and up to 5 bills per standing committee focused on improving state operations; in even-numbered years, only non-budget legislation may be considered.

Establishes the Joint Legislative Budget Committee with 8 Assembly members and 8 Senators to review and approve the Governor's budget amendments to enacted budgets, with approved amendments taking immediate effect as statutes.

Requires a two-thirds vote in both houses to amend an enacted budget bill in either year of the biennium, and extends various constitutional provisions governing appropriations limits and education funding to operate on two-year fiscal periods instead of annual periods.

Amendments become operative on December 3, 2018, with the budget cycle commencing in 2019.
