Lowers voter approval threshold from two-thirds to 55 percent for cities, counties, and special districts to incur bonded indebtedness for construction, reconstruction, rehabilitation, or replacement of wastewater treatment, potable water, nonpotable water, and stormwater facilities and related infrastructure.

Reduces voter approval requirement from two-thirds to 55 percent for imposition, extension, or increase of special taxes by local agencies specifically for wastewater, stormwater, and water treatment, supply, and delivery facilities and infrastructure projects.

Requires that water facility bond measures and special tax measures include accountability provisions: specific project lists, audits ensuring funds are used only for specified projects, and establishment of citizens' oversight committees.

Defines eligible water infrastructure projects to include water reuse and recycling, surface and underground water storage, regional water conveyance, watershed protection, stormwater management, water desalination, and water quality improvements.

Makes conforming changes throughout the California Constitution to implement the 55 percent voter approval threshold for water infrastructure financing while maintaining two-thirds requirements for other local government indebtedness.
