Urges the California Secretary of State to establish an advisory voting process allowing certain voters to cast non-binding presidential primary ballots without requesting a political party ballot.

Directs the Secretary of State to prepare advisory ballots listing all qualified presidential candidates regardless of party affiliation for voters who did not request or vote a party ballot.

Requires canvassing of advisory ballots using the same procedures, timing, and location as official party primary election results.

Encourages (but does not require) political parties participating in the presidential primary to consider advisory ballot results when selecting their presidential nominee.

Addresses voter confusion regarding participation rights in California's semi-closed presidential primary system by providing an alternative voting mechanism for non-affiliated voters.
