Establishes the California Task Force on Family Caregiving consisting of 12 members appointed by the Speaker of the Assembly and Senate Committee on Rules (6 each), with members selected for expertise in family caregiving, geriatric research, Alzheimer's disease research, or senior and disability advocacy.

Task force shall examine challenges faced by family caregivers, review available services and supports, and make policy recommendations to the Legislature, with consultation from stakeholders including family caregivers, providers, researchers, and caregiver resource centers.

Requires submission of an interim report to the Legislature no later than January 1, 2017, and a final report no later than July 1, 2018, with task force authorized to operate until July 31, 2018.

Task force shall not use state funds but may solicit and accept private funds and in-kind donations from foundations to cover staff, administrative, meeting, and related expenses, contingent on a nonstate organization providing administrative support.

Task force members serve without compensation but may receive reimbursement for travel and necessary expenses from available private funds, and meetings shall be subject to the Bagley-Keene Open Meeting Act.
