Highlights California's strategic importance including unparalleled training ranges, Pacific Theater location for rapid Asian deployment, and over 350,000 workers employed in defense and military sectors generating $71 billion in direct spending

Urges federal government to consider California's economic impact on communities, personnel retention through quality of life, synergies with private sector, and intellectual capital developed since World War II

Directs transmission of resolution to the President, Vice President, Speaker of the House, Senate Majority Leader, and all California members of Congress
