Expresses the California Legislature's opposition to the federal Priority Enforcement Program (PEP), which will replace the Secure Communities Program and use notification requests instead of detention holds for immigration enforcement.

Opposes shifting federal immigration enforcement responsibilities onto local law enforcement agencies and cites concerns about inconsistent application of ICE's three-tiered enforcement priorities and targeting of individuals outside those priorities.

Notes conflicts between PEP and California's Trust Act (AB 4, 2013), Proposition 47, and Senate Bill 1310, which collectively limit local detention of immigrants and reduce sentences for certain offenses to prevent unintended immigration consequences.

Warns that PEP will separate mixed-status families, representing up to one-third of California's families, and cause documented psychological trauma, particularly to children.

Requires the Chief Clerk of the Assembly to transmit copies of the resolution to the President, Vice President, Congressional leadership, and all California representatives and senators in Congress.
