Urges the 114th Congress to reauthorize and fund the federal Secure Rural Schools and Community Self-Determination Act of 2000, which expired on September 30, 2013

Addresses the lapse in federal funding to rural schools and counties that depend on revenue-sharing payments from national forest lands for educational services and public works programs

Notes that timber harvest reductions on national forest lands in the 1990s prompted the original 2000 Act to provide guaranteed payments independent of actual forest revenues

Warns that California counties face crippled public works programs, road network degradation, and public safety risks without stable, long-term federal forest payment funding

Directs the Chief Clerk of the Assembly to transmit the resolution to the Speaker of the House, Senate Majority Leader, and all California members of Congress
