Requests Congress to amend the GI Bill of Rights to allow veterans to use benefits as startup capital for establishing first businesses.

Cites California's veteran population of over 1,800,000 and notes that up to 10 percent of veterans start their own businesses.

Notes that over 30 percent of veterans from Operation Iraqi Freedom and Operation Enduring Freedom have disability ratings and that capital access is a major challenge for new business owners.

Directs the California Legislature to transmit copies of this resolution to the President, Vice President, Speaker of the House, Senate Majority Leader, and all California members of Congress.
