Adds a new environmental justice element to general plan requirements for cities and counties with disadvantaged communities, requiring identification of objectives and policies to reduce health risks, promote civic engagement, and prioritize improvements addressing community needs.

Environmental justice element must be adopted or reviewed upon adoption or next revision of two or more general plan elements concurrently on or after January 1, 2018.

Defines "disadvantaged communities" as areas identified by the California Environmental Protection Agency or low-income areas disproportionately affected by environmental pollution and other hazards that lead to negative health effects.

Modifies safety element review requirements to limit subsequent revisions to identifying new information on flood and fire hazards only, removing climate adaptation and resilience strategies from ongoing review obligations.

Provides no state reimbursement for local compliance costs, citing local authority to levy service charges and fees sufficient to pay for mandated programs.
