Establishes the California Firearm Violence Research Center under the University of California to conduct research on firearm-related violence, including its causes, consequences, and prevention methods.

Requires the center to conduct interdisciplinary research on the nature of firearm violence, evaluate existing laws and policies intended to reduce firearm violence, and work with policymakers to identify and implement prevention programs.

Mandates the center administer a competitive grants program for firearm violence research based on scientific merit, with equal access for qualified investigators regardless of institutional affiliation, modeled on the National Institutes of Health grantmaking process.

Requires the University of California to report to the Legislature on or before December 31, 2017, and every five years thereafter, on the center's activities, grants, accomplishments, and future direction.

Requires the center and grant recipients to provide copies of research publications to the Legislature and data-providing agencies, and authorizes state agencies to provide necessary data for research purposes.
