SB 1008 Summary

• Extends CEQA exemption for Los Angeles Regional Interoperable Communications System (LA-RICS) projects from January 1, 2017 to January 1, 2020

• Exemption applies to design, construction, and operation of LA-RICS equipment (antennas, towers, switches) only if sites are publicly owned and already contain antenna structures or police/sheriff stations; explicitly excludes fire stations

• Prohibits exemption for projects on school sites or cultural/sacred sites, and requires projects avoid substantial adverse impacts to wetlands, riparian areas, endangered species habitat, and historical resources

• Requires LA-RICS Joint Powers Authority to hold public meetings before approving exemptions, file notices of exemption with county clerks and state agencies, and post project information online

• Declares no state reimbursement required for local agencies implementing the exemption determination process
