CA SB1011

Creates new "remote interest" exception to financial conflict of interest rules for public officers effective January 1, 2018, allowing officers to participate in contracts involving financial interests of their child, parent, sibling, or spouses of those relatives if the interest is actually known to the officer.

Requires disclosure of remote interests to the body or board and notation in official records, with the contract authorized by a vote excluding the interested officer.

Establishes that willful failure to disclose a remote interest is punishable under Section 1097, though violations do not void contracts unless the contracting party knew of the remote interest at execution.

Exempts local agencies and school districts from state reimbursement requirements because the act creates new crimes within the meaning of Government Code Section 17556.
