Expands disclosure requirements for the Public Utilities Commission to include information required to be open by any state or federal law, not just the Public Utilities Act.

Requires the commission to provide utilities notice and opportunity to comment before disclosing their information to the public.

Mandates the commission adopt a written disclosure process by July 1, 2018.

Makes it a misdemeanor for commission officers or employees to divulge confidential information only if they knowingly and willfully disclose information they know is not publicly disclosable or required to be kept confidential by law.

Allows superior court actions challenging the commission under the California Public Records Act, removing the restriction that only the Supreme Court and court of appeal can review commission actions.
