Ratifies 11 tribal-state gaming compacts executed between 1998 and approved by the Secretary of the Interior, covering tribes including Barona Band of Mission Indians, Pala Band of Mission Indians, Viejas Band of Kumeyaay Indians, and others.

Automatically ratifies future compacts between California and federally recognized tribes that are materially identical to the ratified compacts unless both houses of the Legislature reject them within 30 days by two-thirds vote.

Allows the Legislature to ratify compacts that are materially different from the ratified compacts upon approval by a majority of each house.

Designates the Governor as the state officer responsible for negotiating and executing tribal-state gaming compacts under the federal Indian Gaming Regulatory Act of 1988.

Makes technical, nonsubstantive changes to Government Code Section 12012.5, including replacing "do" with "shall" and "prior to" with "before."
