Mandates electrical corporations annually prepare and submit wildfire mitigation plans to the Public Utilities Commission, including preventive strategies, performance metrics, monitoring procedures, and audit processes.

Requires the Public Utilities Commission to review and comment on submitted plans within 30 days before each compliance period and conduct audits to verify compliance with approved plans.

Requires governing boards of local publicly owned electric utilities and electrical cooperatives to assess whether their service areas face significant catastrophic wildfire risk and, if so, present wildfire mitigation measures for board approval at intervals determined by the board.

Exempts the state from reimbursing local agencies for implementation costs under California Constitution Article XIII B, citing the agencies' authority to levy fees and the crime-related nature of violations.
