Expands coupon restrictions to prohibit nonretail licensees (manufacturers, wholesalers, importers) from offering, funding, producing, sponsoring, promoting, furnishing, or redeeming any type of coupon for alcoholic beverages.

Prohibits retail licensees from accepting, redeeming, possessing, or utilizing coupons funded or produced by nonretail licensees.

Defines "coupon" as any method providing instant discounts at purchase when an alcoholic beverage purchase is required, including paper coupons, digital coupons, instant redeemable coupons, and scan-back promotions.

Carves out exceptions for mail-in rebates, distilled spirits discounts, manufacturer on-premises discounts, direct winegrower sales, and nonalcoholic beverage discounts that do not advertise alcohol products.

Provides a transition period until March 31, 2017 allowing nonretail licensees to reimburse retailers for wine-only coupons received before December 31, 2016.
