Authorizes the Public Utilities Commission to fix rates, establish rules, prohibit discrimination, and award reparation for unreasonable or excessive charges by transportation network companies.

Requires the commission to study background check measures in consultation with the California Highway Patrol and Department of Justice, and adopt background checks as a condition for drivers if determined to enhance public safety.

Expands the commission's authority to collect data from transportation network companies and directs the commission to study how this data can be shared with local planning agencies for transportation and environmental planning purposes.

Requires the commission to study accessibility issues for disabled populations regarding transportation network companies and report findings by December 31, 2017.

Authorizes peace officers to impound any vehicle of a charter-party carrier for 30 days if the driver was operating without proper permits, licenses, or required credentials, removing previous limitations on impounding privately owned personal vehicles.
