Expands the definition of "controlled substance analog" to include substances with chemical structures substantially similar to synthetic cannabinoid compounds defined in Section 11357.5

Requires analogs of synthetic cannabinoid compounds to be treated identically to the synthetic cannabinoid compounds themselves for purposes of criminal penalties under Chapter 6 of Health and Safety Code

Applies the analog definition to substances with stimulant, depressant, or hallucinogenic effects substantially similar to or greater than those of synthetic cannabinoid compounds

Exempts from the analog definition substances with approved new drug applications, investigational use exemptions under federal law, and non-human consumption substances

Clarifies that no state reimbursement is required for local agency costs as this constitutes a change in criminal penalties
