Amends Penal Code Section 803 to extend the statute of limitations for filing criminal complaints involving firearm transfer violations to one year after discovery of the violation, but not later than five years after the offense is committed.

Applies the extended statute of limitations to violations of Sections 27500, 27510, and 27515 of the Penal Code involving the transfer of firearms to prohibited persons and transfers of handguns to persons under 21 years of age.

Removes previous provisions related to return of firearms procedures, inspection station signage requirements, and increased penalties for firearm-related crimes involving centerfire semiautomatic rifles and minors.
