Requires the State Air Resources Board to adopt policies to significantly increase sustainable production and use of biogas from organic waste and forest biomass to reduce greenhouse gas emissions and short-lived climate pollutants.

Establishes definitions for biogas, biomethane, and organic waste, and specifies that forest biomass biogas must come from waste remaining after other forest products are harvested and meet conditions including fuel reduction activities or timber harvest plans that increase stand diameter.

Mandates the State Air Resources Board develop a life-cycle accounting method for greenhouse gas and short-lived climate pollutant emissions associated with biogas produced from forest biomass, including upstream forest carbon accounting.

Requires biogas policies to ensure direct environmental benefits such as avoiding criteria pollutants, reducing greenhouse gases within the state, meeting landfill diversion requirements, and identifying barriers to biogas development and potential funding sources.

Removes provisions that would have amended the Public Resources Code's definition of "biomass conversion" to include composting byproducts and allow controlled combustion of materials containing sewage sludge.
