Authorizes the Public Utilities Commission to establish confidential, nonpunitive, and independent close call reporting programs for electrical and gas corporations to identify accident precursors and collect safety information.

Allows any person, including employees, contractors, and members of the public, to voluntarily submit confidential close call reports involving electrical or gas corporations that relate to public, employee, or contractor safety.

Prohibits the commission from using submitted reports or derived information in enforcement actions, except for information concerning accidents or criminal offenses.

Protects employees and contractor employees of electrical or gas corporations from demotion, discharge, retaliation, or discrimination for participating in the program.

Requires the commission to implement a close call reporting pilot program through a proceeding by July 1, 2017, with the pilot program repealing on January 1, 2022, unless extended by statute.
