SB 1053 Summary

• Expands the definition of "source of income" in housing discrimination law to include federal, state, and local housing assistance and subsidies paid directly to landlords on behalf of tenants, including Section 8 housing vouchers

• Prohibits housing discrimination based on source of income, including when income consists of public assistance or housing subsidies, in addition to existing protections for lawful verifiable income paid directly to tenants

• Amends Section 12927 and 12955 of the Government Code to ensure county counsels must evaluate whether restrictive covenants violate the expanded source of income protections when reviewing modification documents

• Designates the bill as a state-mandated local program, making counties eligible for reimbursement through existing state mandate procedures if the Commission on State Mandates determines costs are incurred
