Requires courts of appeal to issue decisions within 100 days of filing a notice of appeal in cases involving dismissal or denial of petitions to compel arbitration under the Elder and Dependent Adult Civil Protection Act where a party has been granted court preference.

Allows courts of appeal to extend the 100-day deadline only upon showing of good cause that promotes the interests of justice.

Mandates the Judicial Council adopt rules of court by July 1, 2017 to implement the expedited appeal process and establish a shortened notice of appeal period for these cases.

Applies specifically to civil claims under the Elder and Dependent Adult Civil Protection Act filed by parties over 70 years of age who have received court preference to expedite their claims.
