Requires identification and inclusion of federal funds from the Fixing America's Surface Transportation (FAST) Act of 2015 in state and regional transportation improvement program fund estimates.

Authorizes courts to order individuals convicted of driving under the influence (DUI) to participate in a qualified "24/7 Sobriety program" as a condition of probation if the offense occurred within 10 years of a prior DUI conviction.

Defines a "24/7 Sobriety program" as requiring abstinence from alcohol and controlled substances with testing at least twice daily at a testing location, through transdermal monitoring, or by alternative NHTSA-approved methods.

Permits individuals with suspended or revoked driving privileges to participate in a 24/7 Sobriety program for a minimum of one year as an alternative to or in conjunction with ignition interlock device requirements to obtain a restricted driving privilege.

Requires participants to pay program costs based on ability to pay and mandates the Office of Traffic Safety to include 24/7 Sobriety program provisions in its highway safety plan submitted to the National Highway Traffic Safety Administration.
