Requires the State Department of Education to provide informational materials to local educational agency liaisons regarding educational rights of homeless children and youths under state and federal law, updates to relevant laws, liaison responsibilities, and available school resources

Mandates the department provide training materials to help liaisons deliver professional development and support to school personnel serving homeless students under the federal McKinney-Vento Homeless Assistance Act

Authorizes the department to use and adapt informational and training materials from state or national sources when applicable and appropriate

Requires the department to adopt policies and practices ensuring local educational agency liaisons participate in professional development and technical assistance programs deemed appropriate by the Superintendent of Public Instruction, in compliance with the federal Every Student Succeeds Act
