Establishes a permanent one-time funding adjustment to special education local plan areas (SELPAs) for preschool-age children (3 and 4 years old) with exceptional needs upon appropriation in the Budget Act.

Creates a formula dividing appropriated funds by the December 2015 statewide count of 3 and 4-year-old individuals with exceptional needs to establish a per-pupil preschool rate.

Requires each SELPA to receive additional base funding equal to their December 2015 count of 3 and 4-year-old individuals with exceptional needs multiplied by the calculated per-pupil rate.

Adds legislative findings that early education programs for preschool-age children with exceptional needs can reduce disability impacts, improve development, and lower long-term special education costs.

Notes a significant increase in the preschool-age population with exceptional needs requiring intensive services and establishes state funding as necessary to support high-quality programs.
