Authorizes recipients of geothermal development revenues to fund projects recovering lithium, metals, agricultural products, and other beneficial minerals from highly mineralized geothermal brines at existing geothermal facilities in disadvantaged communities that provide local employment opportunities.

Allocates $2,500,000 in the 2016-17 fiscal year from federal American Recovery and Reinvestment Act funds in the Federal Trust Fund to the Energy Commission for geothermal brine treatment projects.

Continuously appropriates $2,500,000 annually to the Energy Commission starting in 2017-18 and each fiscal year thereafter from federal funds until all moneys are encumbered or expended.

Requires the Energy Commission to issue a competitive solicitation for brine recovery projects no later than February 1, 2017.
