Requires the Department of Fish and Wildlife to issue free hunting licenses to disabled veterans with 50% or greater service-connected disability and recovering service members, eliminating previous reduced fee requirement.

Establishes $5 reduced fee hunting licenses for honorably discharged veterans of the Armed Forces, with the fee prohibited from annual adjustment.

Requires the department to issue free sport fishing licenses to disabled veterans and recovering service members, and $5 reduced fee sport fishing licenses to honorably discharged veterans, with the veteran fee not subject to annual adjustment.

Eliminates all fees for tags, validations, and other entitlements for disabled veterans and recovering service members receiving free licenses, and reduces such fees by 50% for veterans receiving reduced fee licenses under this bill.

Prohibits the Fish and Game Commission from increasing fees for non-eligible persons to recover costs of providing these veteran benefits and discounts.
