Expands the definition of civil engineering to include laying out through mathematics or geometric measurements the alignment or elevation for fixed works, and determining benthic surface configuration below water bodies or volumetric calculations of earthwork.

Expands the definition of civil engineering to include making determinations by applying principles of remote sensing, in addition to existing mathematics and photogrammetry methods.

Amends the definition of geodetic surveying to specify use of three-dimensional geospatial data acquisition techniques and reference to California Coordinate System coordinates under Public Resources Code Chapter 1.

Expands the scope of land surveying definitions similarly to civil engineering, including benthic surface determinations, volumetric earthwork calculations, and remote sensing applications.

Establishes that no state reimbursement is required for local agencies or school districts because costs result from changes to crime definitions under Government Code Section 17556.
