Repeals existing provisions allowing county boards of supervisors and city councils to appoint advisory committees for studying district boundary changes and replaces them with new authorization for establishing independent or advisory redistricting commissions.

Allows counties and general law cities to establish independent redistricting commissions with power to adopt district boundaries, or advisory commissions that recommend boundary changes to the legislative body.

Prohibits appointment to independent redistricting commissions for 8 years following certain political activities, including holding elected office, serving as campaign staff, making contributions of $500 or more to local candidates, and registering as a lobbyist.

Restricts independent redistricting commission members from endorsing candidates, running for office for 10 years after appointment, accepting local government positions or contracts for 4 years, and requires commissions to include members from multiple political parties.

Requires advisory commissions to report findings within 6 months of census release (by August 1), and independent commissions to adopt new boundaries within 6 months of census release (by November 1) after holding at least three public hearings.
