SB 1111 Summary

• Authorizes the Department of Parks and Recreation to enter into a statewide agreement with a nonprofit park support organization to facilitate Parks Forward Commission reforms and secure funding, expertise, and services not readily available to the state park system.

• Requires the department and park support organization to annually develop and publish a priority list of strategic initiatives and projects focused on funding, visitation, facilities, staffing, and stewardship of state parks.

• Permits the department to lease state park property to the park support organization for a minimum of $1.00 per year if the organization constructs improvements that vest in the state upon lease expiration.

• Prohibits operating agreements from eliminating jobs maintained under memoranda of understanding between the state and bargaining units; such jobs must remain state employment.

• Increases the revenue threshold for Joint Legislative Budget Committee review of operating leases and agreements from $500,000 to $1,000,000 in annual gross revenues and repeals the operating agreement authority on January 1, 2025.
