Authorizes counties and local educational agencies to enter into partnerships with county mental health providers to deliver on-campus mental health services to pupils, including those with individualized education programs (IEPs) and those not in special education.

Establishes the County and Local Educational Agency Partnership Fund in the State Treasury to be appropriated by the Legislature and distributed by the State Department of Education through a competitive grant program to fund these partnerships.

Requires partnerships to utilize Medi-Cal Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) funds for eligible pupils and to establish plans for expanding services from at least one school in year one to three additional schools within three years.

Mandates partnerships to comply with state and federal Individuals with Disabilities Education Act requirements, participate in performance outcome measurement, and address cost coverage for mental health services exceeding agreed-upon funding levels.

Prohibits funds designated in the annual Budget Act for educationally related mental health services required by IEPs from being deposited into the County and Local Educational Agency Partnership Fund.
