Adds 2015 forest fires in Calaveras County to the list of disasters for which the state provides up to 100% of eligible costs under the California Disaster Assistance Act, instead of the standard 75% maximum share.

The Butte Fire burned 70,868 acres in Calaveras County in 2015, killing 2 people, destroying or damaging 965 structures, and causing an estimated $300 million in insured losses.

Calaveras County faces an estimated $1.4 million local cost share for the fire response and recovery, which would significantly impact the county's $2.4 million general fund reserve.

Incorporates coordination with Senate Bill 937 to amend Section 8686 of the Government Code; Section 2.5 becomes operative only if both bills are enacted by January 1, 2017, with this bill chaptered last.

Declares the act an urgency statute to take effect immediately to provide timely relief to disaster victims.
