Authorizes the Director of General Services to sell or exchange approximately 850 acres of state property at Napa State Hospital (Skyline Wilderness Park) to the Napa County Regional Park and Open Space District at fair market value by January 1, 2021.

Requires the Napa County Regional Park and Open Space District to retain title to the property for use as a park or wilderness preserve, or if sold in the future, to restrict use to park or wilderness purposes through a recorded easement.

Preserves Napa State Hospital's ownership and use of Camp Coombs property, which is excluded from the sale, and requires an easement providing hospital access to Camp Coombs.

Directs that net proceeds from the property sale, after reimbursing the Department of General Services for disposition costs, be deposited into the Special Fund for Economic Uncertainties.

Permits the Napa County Regional Park and Open Space District to partner with nonprofit land trusts or conservation entities to share costs associated with the sale or exchange.
