Establishes a California Veterans' Bill of Rights proclaiming minimum rights for veterans in the state, which has over 2 million veterans.

Guarantees veterans the right to be treated with dignity and respect by the Department of Veterans Affairs and other state agencies administering veteran programs.

Ensures veterans have rights to housing, education, job training, and physical and mental health services free from stigma or retaliation.

Requires veterans be informed of all eligible programs and benefits, involved in decisions affecting their care, and receive equal benefits regardless of geographic location within the state.

Provides veterans the right to file benefit applications at any time and receive written notice of approval or denial, with spouses, domestic partners, and dependents entitled to these same rights where applicable.
