Increases allowable acreage for Napa State Hospital lease from 10 acres to 10.5 acres and authorizes lease renewals for up to 50 years for public governmental agencies conducting special needs and alternative education programs, child-care facilities, and educational parks.

Expands Medical Facility at Vacaville lease authorization to allow leasing to both nonprofit corporations and public governmental agencies (previously nonprofit only) for special needs and alternative education programs, with lease renewals permitted for up to 50 years.

Prohibits renewed leases at both facilities from being assigned or sublet, and requires Director of General Services to conduct periodic reviews every 5 years assessing lessee performance and determining necessary lease term adjustments.

Updates program names from "trainable mentally retarded program" to "special needs and alternative education programs" at both state medical facilities.
