• Authorizes government access to electronic devices seized from individuals on parole, postrelease community supervision, or subject to electronic device search conditions without requiring a warrant.

• Permits government access to electronic device location or telephone number information in response to emergency 911 calls without a warrant.

• Allows government entities to retain voluntarily disclosed electronic communication information beyond the standard 90-day destruction period if the service provider or subscriber is a prison, jail, or juvenile detention facility and all communication participants were informed disclosure could occur.

• Establishes that "electronic device" does not include magnetic strips on driver's licenses or identification cards.

• Clarifies that the law does not limit the Public Utilities Commission or State Energy Resources Conservation and Development Commission's authority to obtain energy or water supply information.
