Amends Public Utilities Code Section 2869 to make nonsubstantive changes to disclosure requirements for independent solar energy producers contracting with residential customers

Requires independent solar energy producers to disclose pricing terms, operation and maintenance responsibilities, contract transfer/disposition provisions, and system disposition at contract end to residential buyers or lessees

Mandates recording of a Notice of Independent Solar Energy Producer Contract with the county recorder within 30 days of contract signing against the title of properties where the solar system is located or where electricity will be used

Requires independent solar energy producers to provide copies of existing contracts to prospective property buyers within 10 days of written request from the current owner

Establishes that recorded notices do not constitute title defects or liens, and specifies civil liability for willful or negligent violations resulting in actual damages to property transferees or transferors
