Extends the commute benefit ordinance program in the San Francisco Bay Area indefinitely, making the pilot program permanent by removing the January 1, 2017 expiration date.

Removes bicycle commuting as a pretax option and instead allows covered employers to voluntarily offer bicycle commuting as an employer-paid subsidy (up to $20 monthly) in addition to public transit or vanpool benefits.

Requires covered employers with 50+ full-time employees in the Bay Area to offer employees one of three commute benefit options: pretax commuting costs, employer-paid transit/vanpool/bicycle subsidies, or employer-provided transportation.

Eliminates the reporting requirement that was previously mandated under the program.

Allows employers to offer alternative commute benefits if approved by the Bay Area Air Quality Management District or Metropolitan Transportation Commission as providing equivalent single-occupant vehicle trip reduction.
