SB 1131 Summary

• Extends confidentiality protections for home addresses in Department of Motor Vehicles records to investigators employed by the Department of Insurance, code enforcement officers as defined in Penal Code Section 829.5, and parking control officers employed by public agencies

• Maintains existing exceptions allowing disclosure of confidential home addresses to courts, law enforcement agencies, the State Board of Equalization, attorneys in civil or criminal actions with court-approved subpoenas, and other specified governmental agencies

• Renumbers paragraph (24) to (26) to accommodate the two new categories of protected employees, and updates cross-references throughout the statute accordingly

• Applies the same confidentiality protections to spouses and children of all listed individuals, with restrictions if the spouse or child is convicted of a crime and on active parole or probation

• Preserves existing provisions regarding public inspection of records with obliterated addresses and three-year confidentiality periods following termination of employment or office
