Requires the Governor to proclaim the first Friday in May of each year as Space Day and designate it as having special significance in public schools and educational institutions

Directs the Governor to encourage public schools and educational institutions to conduct commemorative exercises on Space Day

Requires the Governor to encourage all residents, businesses, and public entities to dim or turn off lights between 9 p.m. and 10 p.m. on Space Day

Mandates the Department of General Services turn off nonessential lights on the State Capitol Building between 9 p.m. and 10 p.m. on Space Day as a symbolic gesture

Establishes that Space Day shall promote space observation and appreciation, support California's aerospace industry, and encourage students to pursue careers in science, technology, engineering, and mathematics
