Prohibits denial of admission to medical degree programs at public or private postsecondary institutions based on citizenship or immigration status, including for undocumented immigrants and those exempt from nonresident tuition.

Prohibits denial of admission to unpaid healing arts residency training programs based on citizenship or immigration status, with the same protections as medical degree programs.

Exempts nonimmigrant aliens from these protections, except those granted T or U visa status under federal law.

Prohibits nine state health professions education and loan repayment programs from denying applications based on citizenship or immigration status, including programs for nurses, mental health practitioners, vocational nurses, and physicians.

Allows applicants to use individual tax identification numbers instead of social security numbers when required for program eligibility.
