Requires the Department of Transportation to participate in a 5-year pilot program where up to 2 counties (one in northern California, one in southern California) may operate, maintain, and improve all state highways in their jurisdiction.

Transfers all Department of Transportation authority and responsibility over state highways to participating counties or regional transportation agencies for the duration of the pilot program.

Requires the California Transportation Commission to select participating counties from applications received by January 1, 2018, with county participation being voluntary.

Appropriates federal and state highway funds as a block grant to participating counties, including operations, maintenance, capital outlay, and other transportation programs otherwise handled by the Department of Transportation.

Allows participating counties to use any cost savings realized from the pilot program for other transportation priorities approved by the commission, and requires counties to report to the Legislature upon program conclusion.
