Establishes that the federal Americans with Disabilities Act of 1990 controls when there is a conflict between federal law and any California state law, standard, or regulation regarding disability access to public places.

Requires a demand letter specifying all alleged construction-related accessibility violations be served on a defendant before a statutory damages claim can be initiated.

Provides a 120-day correction period from service of the demand letter during which a defendant can remedy accessibility violations without liability for statutory damages, costs, or attorney's fees.

Eliminates statutory damages liability if a defendant corrects all construction-related accessibility violations within 120 days of being served with the demand letter.
