SB 1145 Summary

• State Board of Education must identify and post a list of formative reading diagnostic tools by December 31, 2017 that schools can use to assess reading proficiency in grades 1-3

• Public schools enrolling grades 1-4 where less than 50% of 4th graders demonstrate English language arts proficiency must measure each pupil's reading proficiency using at least one diagnostic tool starting in the 2018-19 school year

• Schools must create individualized reading plans in collaboration with parents and teachers for pupils not at appropriate developmental reading levels, including specific goals, benchmarks, instructional services, and home support strategies

• Reading plans must be reviewed at least annually and continue until the pupil demonstrates reading proficiency

• Legislature intends to increase base rate funding under the local control funding formula for kindergarten and grades 1-3 to support implementation of these requirements
