SB 1146 Summary

• Requires postsecondary educational institutions claiming exemptions from Title IX or California's Equity in Higher Education Act to disclose the basis and scope of their exemption to current and prospective students, faculty, and employees starting in the 2017-18 school year.

• Mandates disclosure be made through prominent campus postings, written materials to prospective students, new student orientations, staff communications at the beginning of each school year, and institutional publications of rules and procedures.

• Requires institutions with Title IX exemptions to submit all exemption-related materials to the Student Aid Commission, and institutions with state law exemptions to submit their exemption basis.

• Directs the Student Aid Commission to maintain and post a public list on its website of all institutions with exemptions and their respective bases for claiming or holding them.

• Makes all provisions of the act severable if any portion is found invalid.
