Requires the Office of Emergency Services to conduct a feasibility study on establishing a contract with the United States Postal Service to assist with emergency response during declared disasters.

Study must examine USPS use of employees, resources, and assets for identifying damaged structures, identifying affected persons and their medical needs, assessing neighborhood and school damage, and other emergency response activities.

Office must prepare and submit a report on study findings to the Legislature by January 1, 2018, in compliance with Section 9795.

Section 8588.4 is automatically repealed on January 1, 2019.
