Requires the State Air Resources Board to include a comprehensive overview of state efforts to encourage in-state biomethane and renewable natural gas development as part of the scoping plan updates required under the California Global Warming Solutions Act of 2006.

Mandates the overview address the role of biomethane and renewable natural gas in reducing greenhouse gas emissions, estimated feasible amounts that can be developed from organic waste streams, cost-effectiveness analysis, and current market conditions.

Requires identification of obstacles to increased biomethane and renewable natural gas development in California, along with proposed legislative solutions such as incentive programs, preferential loan programs, and market stabilization mechanisms.

Specifies the State Air Resources Board must consult with the Public Utilities Commission, Department of Food and Agriculture, State Energy Resources Conservation and Development Commission, Department of Resources Recycling and Recovery, and other relevant state entities in preparing the overview.
